The Role of the Committee
The System Performance Committee (SPC) helps the Sacramento Continuum of Care (CoC) plan for and assess how the local housing and service system is functioning for people experiencing homelessness. The committee works closely with Sacramento Steps Forward, the CoC Lead Agency, to support system-wide planning, reporting, and analysis that inform CoC Board decision-making and public understanding.
Responsibilities include:
- Mapping the system of services: Identifying major housing and service programs and resources to show how the local response system functions and share this information with the CoC Board and the public.
- Conducting the annual gaps analysis: Measuring unmet needs in the system and presenting findings to the CoC Board.
- Evaluating system-level performance: Using HUD-defined and local performance measures to assess progress and identify opportunities for improvement.
- Reviewing CoC funding competition applications: Providing feedback on the annual federal application materials for the CoC Program Competition.
- Supporting performance-related planning activities: Reviewing and offering input on systemwide efforts, such as:
- The annual Housing Inventory Count (HIC)
- Performance targets used by the Project Review Committee

System Performance Committee meetings are open to the public and held monthly via Zoom. All are welcome to attend and follow conversations on measuring and improving our local homelessness response system.
