The CAS Project Director provides leadership, oversight and strategic direction for the Problem-Solving Access Program (PSAP). This position ensures high quality service delivery, program compliance, and fiscal accountability for the PSAP program. This position is responsible for reviewing all problem-solving requests, ensuring timely monthly program reporting, including program data analysis and performance tracking, lead engagement with PSAP providers, including facilitating monthly provider meetings, facilitating weekly provider office hour meetings, onboard new PSAP providers, and provides training and technical program related assistance. Over the next year, this position will work closely with the CAS Director to develop the design, coordination and rebrand of the expanded PSAP program.

SSF embraces technology to develop ongoing efficiencies. Currently, the office is a hybrid operation. This is a hybrid position and will require you to report to the office periodically.

Essential Duties and Responsibilities include the following:

• Reviews and approves financial assistance requests within program guidelines and deadlines.
• Ensures accuracy and completeness of all problem-solving and financial assistance documentation prior to submission to Director for final review.
• Ensures that day-to-day PSAP operations meet performance and department standards.
• Compiles weekly, monthly and quarterly reports on program outcomes, spending and program progress and submit to Department leadership by assigned deadlines.
• Ensures adherence to fraud-prevention protocols and immediately report any suspected fraud or discrepancies.
• Conducts monthly check-ins with contracted providers, jointly with the Director of CAS Operations, to ensure performance expectations and contractual obligations are being met.
• Tracks financial assistance spending to meet funding timelines and financial targets.
• Collects and incorporate client and staff feedback to support ongoing PSAP program improvements.
• Facilitates one monthly PSAP provider meeting to review program updates, data and best practices.
• Onboards new PSAP providers and MOU agencies, ensuring they understand program guidelines, reporting requirements and operational standards.
• Provides training and technical assistance to PSAP contracted and MOU agency providers, including best practices in housing problem solving, HMIS data entry and documentation assistance.
• Supports the development and implementation of the Quarterly Housing Problem Solving training.
• Collaborates with CAS Director to design and implement the rebrand of the PSAP program and model.
• Collaborates with the System Building & Integration Department to support the development of the PSAP RFP.
• Openly communicates program challenges and improvement strategies to department leads.
• Serves as the primary liaison between SSF, 211 and PSAP contracted providers.
• Creates and refine PSAP program policies, procedures, manuals, checklists, templates, and provider tools to promote program consistency, accountability, and efficiency.
• Maintains and updates PSAP manual and provider forms on a regular basis.
• Regular, predictable attendance is required.
• Ability to get along and work effectively with others.

Ideal candidates will possess the following knowledge, skills, abilities and experience:

• Knowledge of the Coordinated Access System.
• Proficient understanding of HMIS, the CoC, other systems (DHA, BHS, SHRA, etc.) a plus.
• Experience working with individuals and families experiencing homelessness, housing instability, or other disadvantaged populations.
• Understanding of leases, landlord-tenant rights, eviction processes, and housing assistance programs.
• Experience in case management, crisis intervention, and social service program delivery.
• Strong verbal and written communication skills; ability to set professional boundaries with clients.
• Lived experience with homelessness or housing instability is highly valued.
• Strong organizational skills and ability to manage a high-volume caseload within tight deadlines.
• Ability to learn program policies, procedures and documentation processes quickly.
• Demonstrate reliability, attention to detail and accountability to short term performance goals.
• Project management or supervisory experience is required.

Education and/or Experience:
A bachelor’s degree or completion of equivalent credit units from an accredited college or university is required preferably in behavioral science, business administration, social work, humanities, public administration, social science, career counseling, vocational development or a related field or six months to one year related experience and/or training; or equivalent combination of education and experience. Prior program or project management experience required. Five years in case management, homeless prevention and housing services required. Experience working in the homeless response system or directly with households experiencing homelessness is strongly desired.

Compensation and Benefits:
Compensation range $91,800 to $112,200; Planned maximum is at the mid-range at hire, DOE.

Under the supervision of the Grants Director, the Grants Analyst III provides high-level analytical, compliance, and technical support for Sacramento Steps Forward’s Department of Housing and Urban Development (HUD) Continuum of Care (CoC) and related federal, state, and local grant programs. The Grants Analyst III is responsible for monitoring subrecipient agencies for fiscal and programmatic compliance, analyzing financial health and reporting accuracy, and ensuring adherence to complex federal regulations.

This role requires advanced knowledge of grants and fiscal oversight, strong project management skills, and the ability to work independently. The Grants Analyst III serves as a subject matter expert, provides technical assistance to partner agencies, contributes to monitoring and certification processes, and advises leadership on compliance risks, financial health, and program performance. This position is in accordance with key responsibilities as outlined in the Analyst series.

Essential Duties and Responsibilities include the following:

• Fiscal Oversight & Compliance
  • Review and analyze subrecipient invoices, budgets, and expenditures to ensure allowability, eligibility, and compliance with HUD regulations (2 CFR 200, 24 CFR 578) and SSF policies.
  • Track and process CoC invoicing and draws in HUD’s eLOCCS system, ensuring timeliness and accuracy.
  • Conduct compliance testing of financial documentation across subrecipients and grants; identify ineligible costs and coordinate corrective actions.
  • Prepare subrecipient financial reports and analyses based on audited financial statements and IRS Form 990s.
  • Support audit readiness and contribute to grant closeout processes.
• Subrecipient Management
  • Conduct on-site and remote monitoring visits; assess compliance and risk; prepare monitoring reports and follow-up action plans.
  • Provide technical assistance and training to partner agencies on fiscal management, compliance standards, and HUD program requirements.
  • Support fair and consistent implementation of scopes of work, amendments, and closeout procedures.
• Monitoring & Quality Assurance
  • Implement monitoring strategies and risk assessment processes to ensure partner agency compliance and accountability.
  • Compile and analyze documentation and HMIS data to support monitoring findings and recommendations.
  • Track corrective action plans and support quality improvement efforts in collaboration with internal teams.
  • Research and interpret evolving HUD regulations; update internal processes and partner guidance accordingly.
• Team Leadership & Internal Operations
  • Serve as a subject matter expert on HUD fiscal and compliance requirements.
  • Mentor and guide junior analysts and staff, providing training, feedback, and technical expertise.
  • Contribute to developing internal workflows, documentation, and tools that strengthen SSF’s grants infrastructure.
  • Model accountability, attention to detail, and professional judgment in all aspects of work.
• Cross-Functional Coordination
  • Collaborate with Finance, Data, and Program teams to align reporting, invoicing, and monitoring deliverables.
  • Prepare high-quality reports, presentations, and briefings for leadership, funders, and governance bodies, including findings, risks, and recommendations.
  • Support coordination with HUD and other funders by ensuring compliance deliverables are accurate and timely.
  • Work across departments to ensure seamless execution of grant-related processes and strong system performance.

Ideal candidates will possess the following knowledge, skills, abilities and experience:

High attention to detail and commitment to organizational accountability. Ability to interpret and apply changing regulatory guidance and contractual requirements. Strong systems thinking with the ability to design and improve scalable processes. Demonstrated experience leading complex, cross-functional projects. Ability to work independently with minimal supervision.

Strong understanding of federal grant regulations, including 2 CFR 200 and 24 CFR 578. Familiarity with housing or homelessness systems, ideally including the HUD Continuum of Care (CoC) Program. Experience with HMIS or similar program and funding data systems. Knowledge of nonprofit accounting practices, including grants payable, payroll, and accounts receivable.

Education and/or Experience:
An Associate’s degree or completion of equivalent credit units from an accredited college or university is required preferably in behavioral science, business administration, social work, humanities, public administration, social science, career counseling, vocational development or a related field or six months to one year related experience and/or training; or equivalent combination of education and experience. Bachelor’s degree in Accounting and a minimum of three or more years related experience and/or training preferred.

Compensation and Benefits:
Compensation range $35.30 to $40.80; Planned maximum is at the mid-range at hire, DOE.

The Analyst I position is typically an entry-level role within the analytical field, focusing on learning and applying foundational analytical skills to support various project, program or departmental management functions. The role involves data collection, assisting with evaluations, and preparing reports or presentations.

Key Responsibilities:

• Assist in gathering and analyzing data to monitor performance.
• Prepare reports and presentations summarizing data, trends, and performance.

The Analyst II position typically requires more experience and responsibility than the Analyst I role. This level involves deeper data analysis, coordinating project or program components, and contributing to the development of strategies for projects, programs, or departments.

• Conduct detailed analysis of project, program or department performance. This could involve budget analysis, efficiency assessments, and impact evaluations.
• Develop, implement, and track project, program or department metrics to measure outcomes and identify areas for improvement.

The Analyst III is a senior-level position responsible for leading complex analyses, managing large-scale programs, and providing strategic recommendations to senior leadership. At this level, Analysts are typically responsible for high-level evaluation, design, and improvement of projects, programs, or departmental initiatives, as well as coordinating multiple projects or teams. Analysts at this level may also lead or oversee entry-level staff.
