The Continuum of Care Board is an independent body made up of local stakeholders, including service providers, public agencies, and individuals with lived experience, who are dedicated to addressing homelessness in Sacramento. The Board directs and delegates responsibilities to Sacramento Steps Forward (SSF), the CoC Lead Agency, on matters related to the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act and the federal funding associated with it. In other words, the Board helps guide how Sacramento applies for, prioritizes, and uses HUD Continuum of Care Program funds to support local homelessness response efforts.

The Board also leads planning and decision-making for Sacramento’s CoC for many other coordinating efforts, including making key changes in our local Coordinated Access System, setting standards for service providers, choosing research partners for our biennial Point-in-Time Count, and more.

Participate in Monthy Board Meetings

The CoC Board hosts monthly public meetings to support transparency and community participation. Meetings are held virtually on the second Wednesday of each month from 8:00 to 10:00 a.m. PDT.

The CoC Board plays a central role in how Sacramento’s CoC works together to address homelessness. As the decision-making body within the CoC structure, the Board helps guide the planning and coordination of local, state, and federal homelessness resources across the region.

The Board reviews community data, helps establish written standards, sets priorities for funding, and approves the policies and plans that shape our local response.

By making informed decisions, the Board helps keep the CoC and our broader community aligned and focused on shared goals.

Here's how the committees support the work:

A network of committees helps carry out the work that supports Board decision-making. These include standing committees focused on data, funding, system performance, youth services, and coordinated access to services. It also provides ad hoc groups and collaboratives formed to address specific needs or priorities.

Each committee focuses on a specific area of the system, identifies gaps or needs, and presents recommendations for the Board to review and consider. This structure enables the Board to make informed decisions grounded in current data, frontline input, and shared community insights.

Here's how Sacramento Steps Forward supports the Board:

Sacramento Steps Forward (SSF) serves as both the CoC Lead Agency and the Homeless Management Information System (HMIS) Lead Agency. In this role, SSF provides staff support to the Board and its committees, coordinates planning and public meetings, manages data and reporting, and leads the annual funding application process on behalf of the Sacramento CoC.

SSF works closely with the Board to ensure decisions are implemented effectively and that the region continues to meet federal requirements and local priorities.

The CoC Board includes stakeholders from across Sacramento County, including people with lived experience, service providers, public sector partners, and housing and health systems.

Certain seats are designated to ensure participation from specific groups, including the Youth Action Board, Wilton Rancheria, and the Partners with Lived Expertise Committee. The Board must have a minimum of 15 and a maximum of 32 seats, each representative of relevant, varying organizations and projects.

Board members serve two-year terms and may renew up to two additional times, for a total of six consecutive years. New members are selected through an annual public application process reviewed by the Governance Committee and approved by the Board.

Members are expected to attend monthly Board meetings, participate in at least one committee, and contribute to the planning and decision-making that guides the CoC.
