Federal Funding is Available for Local Housing and Homelessness Services

You Might Already Qualify

Are you one of the many organizations in Sacramento that already cares for people struggling with homelessness, housing instability, or access to basic human needs, but are not already accessing federal funding?

If your organization offers, or plans to offer:

  • Housing navigation or stabilization
  • Outreach or community care
  • Assistance to families, youth, or vulnerable adults
  • Faith-guided community support or pastoral care

…then you may already be doing the kind of work that the U.S. Department of Housing and Urban Development (HUD) seeks to fund.

This is an opportunity to expand, strengthen, and sustain that work.

Why You’re Being Called Upon

Homelessness affects entire communities, and so does stability. When people are safely housed, neighborhoods become healthier, families stay together, and public spaces become safer for everyone. A coordinated community response lifts all of us.

By joining the Continuum of Care Program Competition application process, your organization not only accesses more funding opportunities but also becomes part of a broader system working toward:

  • More housing
  • More services
  • More stability
  • Fewer people suffering outdoors
  • A more connected, compassionate Sacramento

What’s Required: At-a-Glance

These are simply the basics to help you understand part of what it takes to operate a HUD-funded program:

  • 25% match requirement (cash or eligible in-kind)
  • Transitional Housing must include supportive services
  • Commitment to collaboration via the Coordinated Access System (CAS)
  • Ability to meet documentation and HUD compliance expectations
  • Funding is reimbursement-based, so basic fiscal systems are needed
  • Programs must be ready to operate when the contract begins
  • Programs must be open to all (no religious requirements)

Plus, partnerships, mentorships, and collaborative models are encouraged.

You do NOT need to have everything in place today.

What To Do Next

  1. Read the FY2025 Continuum of Care Program Competition Notice of Funding Opportunity from HUD
  2. Join the information session for new applicants on Tuesday, December 2 (and watch the recording if you miss the meeting)
  3. Submit a mandatory letter of intent by Friday, December 5
  4. Submit application for the Local Competition by Sunday, December 14

FY25 CoC NOFO Program Competition

Dear CoC Community,

We have just received formal notice that the U.S. Department of Housing and Urban Development (HUD) has withdrawn the FY25 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO). View the notice on HUD’s website.

For organizations that submitted a Letter of Intent for the CoC FY25 NOFO Program Competition, please pause on the full application process until further notice. We will be reaching out to you directly to provide more information as it becomes available.
