Fiscal Year 2025 CoC Program Competition: Notice of Funding Opportunity

Information and guidelines for Sacramento’s application for federal housing and homelessness services funding.

What is the CoC program competition?

At regular intervals, typically annually or every other year, the U.S. Department of Housing and Urban Development (HUD) releases a Notice of Funding Opportunity (NOFO), marking the start of a funding competition among Continuums of Care (CoCs) and the community stakeholder groups that guide local responses to homelessness.

The FY 2025 NOFO, released by HUD on November 13, 2025, outlines the competition rules and processes for this cycle. The full, consolidated application from our community is due January 14, 2026.

FY2025 New Requirements and Scoring

This year’s NOFO competition guidelines and funding allocations have been significantly modified from those of recent years.

What is changing with this year’s application process?

  • Previously, Sacramento could rely on ~90% of renewal funding. Now, only 30% is considered “highly likely”; the remaining 70% is nationally competitive.
  • Transitional Housing, Supportive Services Only, and Street Outreach are now prioritized, and Permanent Housing is capped at 30% of total funding.
  • HUD will review encampment reduction performance, service requirements, media coverage, investigations, complaints, and compliance with new restrictions.
  • HUD may reduce, partially fund, or reject projects and may fund projects outside the CoC process.

How are we responding?

  • SSF is coordinating with providers, the local cities, the County, and SHRA to quickly prepare a local competition on a truncated timeline.
  • We are focusing on where we can strengthen competitiveness, realign programs with HUD priorities, identify efficiencies, and protect as many housing placements as possible.

What is the Sacramento CoC?

The Sacramento City and County Continuum of Care (CoC) is a Department of Housing and Urban Development (HUD) mandated board of local stakeholders who coordinate planning, funding, and evaluation of homelessness response across Sacramento County.

Who serves on the CoC Board?

The CoC Board includes representatives from local government, housing agencies, health plans, service providers, and people with lived experience of homelessness.

How do I apply to receive funding through the CoC?

Every other year, the CoC Board facilitates a competitive grant process for local service providers, including review and ranking by a non-conflicted committee. Sacramento Steps Forward submits the region’s Consolidated Application to HUD with a prioritized project list. Learn more on our CoC Program Competition page.
