Understanding how well Sacramento’s homelessness response system is performing is essential for improving services and outcomes. By tracking performance across programs and system-wide, we can see what’s working, where challenges remain, and how to better support people on their path to stable housing. 

 This page shares both quarterly and annual performance reports that reflect local goals and federal expectations.

Community Standards are reported quarterly.

The Community Standards Report tracks how individual programs perform against Sacramento’s shared expectations for effectiveness and efficiency, laid out in Sacramento’s Community Standards. These key performance indicators (KPIs) help providers and partners understand whether programs are meeting community benchmarks and where there may be opportunities for improvement.

Note: These reports are drafts based on community agreements and reporting is subject to change in future iterations. These reports do not impact service provider funding eligibility.

  • Program-level data on housing exits, length of stay, returns to homelessness, and more
  • Benchmarks for some KPIs to show how programs compare to community standards
  • Data across intervention types such as Emergency Shelter and Transitional Housing

2025 Community Standards Reports

Systemwide Performance Measures are reported annually.

The System Performance Measures (SPM) Report evaluates how Sacramento’s homelessness response system is performing as a whole. Required by the U.S. Department of Housing and Urban Development (HUD), these metrics focus on outcomes that matter most for long-term housing stability. These reports are published annually using data from October through September.

What the Report Covers:

  • Average length of time people experience homelessness
  • Rate of returns to homelessness after exiting the system
  • Number of exits to permanent housing
  • Growth in income and employment among participants
